Allen Dulles repeatedly intervenes in the Nuremberg trials to facilitate the escape of Nazis. Whilst some Nazis abscond via ratlines to other continents, others are eased by Dulles into positions of authority within postwar West Germany. Dulles is meticulously constructing an enormous intelligence network to undermine and attack the Soviet Union, a US ally during WWII.
