What would happen if the President of the United States lost their capacity for rational thought? What if the mind of the presidential office holder had, for whatever reason, become substantially weakened and enfeebled? Or perhaps the same presidential mind turned paranoid and delusional? After all, the President has in their possession the go-codes for all American nuclear arms. What follows is a serious exploration of the US command and control structure which authorises the use of nuclear force. US President Hollenbach has just described how he would prefer to tap everyone’s phone without warrant, including that of the Vice-President. Hollenbach then proposes to form a political union between the US, Canada, and Scandinavia. The President acknowledges that some countries will not want to join this union but further states that force can be employed here. Everyone who speaks polite common sense is denounced as a traitor. Do any lawful means exist within the US governmental structure to transfer power peacefully to a sane person? Fiction. 312 pages.
